A self-invoice generation compliance check confirms that for every supply received from an unregistered supplier or otherwise falling under reverse charge where the supplier does not issue a tax invoice, the recipient actually generated a self-invoice containing the mandatory fields, that the self-invoice was issued on the date of receipt of goods or services as the rules require rather than retrofitted at month end, and that the self-invoice population matches, one for one, the reverse charge liability recorded in the books and reported in the return.
When a self-invoice is required
- A self-invoice is required where the recipient is liable to pay tax under reverse charge and the supplier, being unregistered, has not issued a tax invoice — a registered supplier issuing its own invoice for a reverse-charge supply does not require the recipient to also self-invoice.
- Confirm the population of unregistered-supplier payments has been completely identified from the purchase ledger — this is usually the weak point, since unregistered vendors are often coded no differently from registered ones in the accounting system.
- For recurring reverse-charge categories such as goods transport agency services or legal services from an individual advocate, confirm every instance in the year was captured, not just a sample the entity happened to remember.
Mandatory fields and timing
| Check | Evidence | What it catches |
|---|---|---|
| Mandatory fields present | Self-invoice document | A self-invoice missing the supplier's details, date of receipt, or a running serial number, which makes it non-compliant even if the tax was paid |
| Date of issue | Self-invoice date versus goods receipt note or service completion date | Self-invoices batch-generated at month end instead of on the date of receipt, as the rule requires |
| One-for-one match to RCM liability | RCM liability ledger, self-invoice register | Reverse charge tax paid without a corresponding self-invoice on file, or a self-invoice issued with no matching liability recorded |
| Serial number continuity | Self-invoice numbering sequence | Gaps in sequence suggesting self-invoices were not generated for every applicable transaction |
Regulatory requirement
The requirement to issue a self-invoice on reverse-charge receipts from an unregistered person, its mandatory contents, and the timing for issue are prescribed under the CGST Act and rules. Confirm the current provisions before concluding on a specific transaction category.
Paying the reverse charge tax through the return without ever generating the underlying self-invoice is a common shortcut — the tax position can look correct while the documentation requirement is simply unmet. Flag this separately from any tax computation finding, since it is a distinct compliance failure.
